Carlsbad City Council’s New Ordinance on Vehicle Living

Carlsbad’s City Council recently approved an ordinance prohibiting people from living in vehicles on public property, a move that has sparked community debate. The ordinance, first introduced on March 4, requires the city’s Homeless Outreach Team to offer shelter and services before issuing warnings. If individuals refuse assistance, citations may follow.

City officials say this measure is intended to address the rising number of individuals living in vehicles, which has nearly doubled in the downtown Carlsbad area according to recent data. Carlsbad Chief of Police Christie Calderwood emphasized that the approach prioritizes compassion while maintaining public safety.

However, concerns have arisen from local nonprofits and residents who argue the ordinance unfairly targets those seeking safe shelter. Marian Vega Clancy of the League of Women Voters of North County urged the council to explore safe parking alternatives. Chris Durnan, a long-time resident and coordinator of Showers of Blessings, pointed out that many unhoused individuals in vehicles follow community rules and rely on local services.

Suggestions for safe parking locations, such as the former Farmers Insurance building at El Camino Real and Faraday Drive, have been presented, but no amendments were added to the ordinance.

In response to concerns, Mayor Keith Blackburn and Police Chief Calderwood clarified that the ordinance is meant to encourage individuals to accept services. While enforcement will involve warnings first, citations will follow for those who consistently refuse aid.

Carlsbad recently received a $3 million grant from the state’s Encampment Resolution Fund to help find shelter for homeless individuals in key neighborhoods such as the Village, Barrio, and beach areas.

The ordinance takes effect in 30 days, with outreach efforts planned to inform those affected about resources and services available to them.
